Define better. You mean a country where you risk your life by going to college or a movie theatre? In my experience people down here are far friendlier and willing to help out than either the USA or Canada. Anyone who has RVed down here will attest to that. Are there bad people? Sure, but there are plenty of those in the US & Canada as well. People in glass houses should not throw stones.
