Just curious, why the fixation on covered storage? Virtually all RVs in Alaska (at dealerships, rental fleets, and privately-owned) are stored outside in the winter just fine. If you want to get exotic, you can pay someone to shrink wrap the RV after you park it for the winter.
As you are finding, covered storage is rare up here, and even rarer to find an available space. One note on the fairgrounds--they use a very large barn, which they pack with RVs. While the space is covered, the building is open on the ends, so it is not heated. You have very tight time frames on when you can park your rig in there, as well as when you have to have your RV removed by.
