Tony Lee: I left Mexico without cancelling my 10 year permit and then trued to have then cancel@ KM21. I had the papers and an intact sticker. Impossible as they need the vehicle at the border. I found information online and followed the procedure. I had a notarized copy of the bill of sale and all the paperwork. We were in Mexico and I used Estafeta one day service. Was about $30.00. The courier driver called me the next day. They would not accept the parcel as it had an old address. They had moved to a different office in the same building and they are not allowed to open mis-addressed mail!! Parcel was returned and I changed the address. Estafeta was super nice and delivered it again but for a small fee. It was spring and we headed back to Canada. 6 weeks had passed and I had not heard from them. The next day I had a letter from them. In Spanish of course. They wanted some sort of paper from our attorney general stating that the document is real. I called Mexico. They are in a room with 100's of bad phones. Could hardly hear them. Finally they agreed that all I needed was a copy of the new owners registration and a letter from heir DMV stating that the copy is real!!! I sent the whole package vie DHL from Canada IIRC it cost about $75.00. About 6 weeks later they sent me fancy certificate that stated my permit was cancelled. What an ordeal !! I do not think a new owner could enter with a vehicle that has a non expired permit. But maybe because it is a different passport it would be OK.
As for MexW's comments on driving a vehicle with an expired or even no permit: A few years ago an AZ resident was going to a wedding in Sonora. He crossed at Douglas. BUT he drove off that highway to the wedding. No longer in the free zone. He was stopped and they seized his vehicle for no permit. Never was returned.
