Not while pulling out - but every camp host job (which isn't a lot but we talk to a lot of other camp host) we've had required us to check each site after it was cleared. And to make a morning run to look at the sites of folks leaving that day to see if there was anything that the management needed to bring to those folks attention.
Yes, several times I've complained to park management about folks not picking up after their dogs. When I mention it to the dog owner - the majority have the attitude - "So what - you pick it up. You are just a rent-a-cop."
My experience is that for every 20-25 dog owners - I get one who doesn't give a ____ about where they dog goes and won't pick it up.
In one case in a National Park - I called for law-enforcement to stop a rig before it left the park, and send the people back to clean up their mess. They weren't happy about having to go back, and still getting a ticket.
However, if I had to pay a deposit for anything - I'd make danged sure the campground staff came over and cleared me for a full refund of the deposit before I left.
