Eastern CT to Williamsburg VA. Construction? Flooding?

Question

We are headed to Williamsburg. Weighing out the options of 95 the whole way versus I 81 through Pennsylvania. Is there any flooding that would affect our travel? How about traffic and construction issues?

Main flooding weve heard about was central and western Pa, but on Sunday the heavy rains are supposed to hit Eastern Pa. 95 should be ok, but likely to be a wet travel day.

Not our favorite way to travel.   But hey, we are on vacation!

Not sure about the difference in mileage, but 95 is busier and has some high tolls if pulling a trailer. 81 to 64 would be less stressful .
