I was on that road about 2 weeks ago when the heavy rains came through. I have a Tundra with a 21 foot Keystone, and my friends have a Chevy 1 ton dually with a 31 foot trailer. Pouring down rain and fog at the top (100 foot visibility). Clouds and fog broke up before we got to the hogsback. We geared down and went 25 mph-no fear, just cautious,pulled over to allow cars to pass when we safely could. Still a beautiful drive, and we will do it again. As previous poster said, the 14% grades were very short-I used "granny gear" in these areas.
