Does the US Boarder security checkat the Victoria terminal take the place of going through the US Customs check in Port Angeles for US citizens? The Black Ball Ferry site says to arrive at the terminal 90 minutes prior to departure for this security check.

No. There are many reasons for the checks including hazardous and dangerous items that aren't allowed on ferry's.

You might call and verify with Black Ball, I know when I fly back in from Vancouver I pass through US customs before boarding the plane.

It has been a few years but about 2007 the process from Victoria to Washington State....we were boarded twice in Canada before being allowed to drive onto the ferry and then again in Washington State. All three were US Customs officers who had me remove the key from the ignition of our Class A and place the key on the dash.
