Sorry to disappoint some folks but a weeks-old law now allows visitors to stay SEVEN DAYS in Mexico without the need to get an FMM. It's been on the Mexican media, confirmed by consulates, and INM. The only hitch is when asked to do so, exempt visitors must provide a passport for ID.
San Felipe has been on the EXEMPT list for years. Migracion says visitors staying within the period exempting them from getting an FMM do not need to get an FMM and no one, and I mean not a soul has checked for tourist cards in San Felipe for many years. Going way further south, say to Gonzaga Bay and Alfosina's an FMM is needed in practice.
There is no way in the world for migracion to determine how long a visitor has spent in San Felipe, so the bottom line is, no one gets an FMM no matter how long they stay and migracion could care less. There is a puesto de control militar next to the los chinos entronque to Ensenada. But they can care less as well, they are looking for guns and drugs.
