San Felipe is an exempt. However, going only to SF and not exploring bays to the South would be a waste of time. SF and few dozen miles before SF is one boring continuous stretch of gringo-landia, expensive and congested. I doubt you will find SF any more attractive than Kino. As noted, a lot of noise on the beach.
I would not count on military posts NOT checking FMM. 2 years ago they were doing it, then switched to guns and drugs control, now they reportedly started checking FMM again.
