It's according to where you are going in Pigeon Forge.
I would do I-95 to I-26 to I-40 and then according to where you were going in PF, either exit onto Rt 421/441 or Rt 321.
On the other hand, if I were traveling during a peak time, I would head north and pick up I-75 and head north. That way, you aren't hitting I-95 when backups are definitely going to happen. I would definitely NOT take the exit 417 onto Rt 66 (parkway) into Pigeon Forge. Exits 432 and 440, in Newport, TN. This will avoid most of the heavy, HEAVY traffic on Rt 66 (parkway) going in/out of Pigeon Forge.
