Not sure what they'd do if you said it was for your consumption, but I would imagine the response would be similar. The problem I believe is the lack of commercial packaging won't show any FDA/USDA inspection info because there isn't any.
Could you purchase the meat at a commercial supermarket like Walmart/Target/whatever, and leave it in the packaging with the FDA/USDA inspection info intact? That might get you through.
