In heavily congested areas and Ill include parts of Fl in that description, semis are NOT allowed in the left most lane on multi lane highways. So you need to be aware if you are blocking what amounts to THEIR passing lane. You either need to get right or get left and let them go, or suffer 50,000 #s on your bumper.

In the nearby islands, there are no freight trains so freight is hauled by slow trucks in the right lane. This lane gets so beat up with potholes and swales that everybody, fast and slow, drive in the better left lane. When encountering slower cars, you make a quick lane change and pass them on the right. No drama, no horns, rarely blinkers.
Blend that culture into our crowded highways.
I would like to see more enforcement, signage, tv commercials, whatever to tell people to drive right, pass left, slower traffic keep right.
All too often I see drivers in the left most lane going exactly the speed limit and they get belligerent if someone flashes or honks.
Let the road rage begin.
