In WA state vehicles over 10,000 pounds or towing are not allowed in the left hand lane when there are 3 or more lanes in that direction. There are also signs that say to keep right except to pass. . . like that might voluntarily happen?
We just got back from driving on the Autobahn in Germany, where every one stays right except to pass. It takes a while to get used to vehicles coming up close behind, making a quick pass, and then quickly back into the right lane. Their drivers are well trained and perform the dance well. We often traveled at 90 mph, and while passing on the left, I'd keep a careful lookout in the rear view mirror for cars approaching from the rear at 120+ mph (often several cars traveling together and drafting each other). I think that they have permission to take slow drivers from the left lanes into the forest and shoot them? It is also when the International Bone Bank is located, where auto accidents are harvested.
And I might add the semi freight haulers have speed governors , which can result in some puckering when you are approaching in the left lane at 130 mph and they flip their left blinker on to pass a slightly slower truck. Glad their cars have good brakes.
Worse than the truckers, who mostly stayed in the far right lane (in a solid line), were the drivers from Belgium or The Netherlands towing caravans (trailers) with underpowered vehicles with no awareness of the flow of traffic. They were frightening.
