We have a friend in California who has Kaiser and they paid all for a stent they got in Guadalajara - I don't know details. Procedures in Mexico are so much cheaper the insurance paid happily - what I was told by our friend anyway.
The problem with Kaiser is they are not a national plan so you have to have an address in their service area. The down side of declaring a California residence is greater than the upside
