Some of the strongest winds are around Hood Canal. That's where the board sailors congregate.
I believe US97 is the highest and widest bridge across the river. One or two of the ones west of there are quite a bit narrower.
I84 is freeway, with several pull offs to see the waterfalls. US30 is the old scenic road closer to the falls, but too narrow and twisty for an RV. US14 is good 2 lane, with wider views of the steeper Oregon side. The Washington side has some scenic spots as well.
Wind strength and direction varies with the weather system. A storm passed through, but the strong winds were up north around Vancouver BC. And it's going a rainy weekend in Seattle. But forecasted winds for Hood River are under 10 mph for the next 6 days.
