Absolutely - I always tell every stranger who calls me on the phone where I hide the keys to my house - and my car - and why not throw in the safe deposit box too - and give out my credit card numbers while I'm at it.
Most combination locks can be changed to a different combination without having to buy a new lock.
In the end it wasn't a stranger wanting the combination, it was a valued customer who needed to get out and who shouldn't have been locked in in the first place.
Anyway, he obviously was looking for an excuse to shut the gates and that was good enough. His loss or gain and hardly worth having a discussion about.
