The National Hurricane Center, the people who actually do this for a living and send planes into the hurricanes, call it a tropical storm by the time it hits (more or less) Baja Sur.. lots of rain and some wind heading towards the west coast, http://www.nhc.noaa.gov/graphics_ep2.shtml?5-daynl#contents
