Yes the towns north of Madras are pretty small. One time I drove through the area I was using some backroads guide books. I stopped in Shaniko, a touristy 'ghost town' from ice cream, and then took a good county road pas Bakeoven to Maupin on US197. There some nice down grades to that river crossing. And then took paved forest service roads from Tygh Valley to OR35 on the flanks of Mt Hood. Probably filled up again in Hood River.
There are even bigger stretchs with sparse gas in SE Oregon, the so called Outback. Good guide books highlight the few towns with gas, like Fields, Plush and Paisley. In this area drive on the top half of the tank, and don't count on gas in the evening.
