CA44 is probably better than CA36 for to get to I5. But more importantly - how were you thinking of driving to the coast. CA36 is clearly not good for you. CA299 gets mixed appraisals. Some say it has too many ups and downs and curves; others are fine with it.
It would easier if you took CA89 NW to Mt Shasta, and I5 into Oregon. From there it's US199 if you want to see all of the Oregon coast, or OR42 if you are willing to skip the southern bit.
Most the CA89 route is 4-5000ft elevation. Especially with this winter, it's likely to be dry and clear. The area around Lassen is highest. One time I camped at Lake Elsinore in late May and woke to light snow and slush. CA36 and the entrance road to Lassen were higher, with real snow.
Come to think of it, Reno itself is around 5000. Around Reno, US395 is divided highway, in fact the stretch south to Carson City is the recently opened I580.
