It sounds like you want to get on the I-10 east...correct? If that is the case, I-15 from Barstow over Cajon Pass is just fine. Taking the 215 off of the I-15 is also just fine. However, at that point I would get off the 215 just prior to San Bernardino and get on the 210 east. It will curve around San Berdo and hook up with the I-10 in Redlands.
Getting off the 215 and on to the I-10 in Riverside is difficult with lots and lots of traffic.
As far as construction on the 215.....haven't been that way in a long time as I always take the 210.
