Yes US 90 will take you to Hwy 23 and 23 will run you into Belle Chase.
Taking US 90 out of Lafayette to NOLA is a lot slower drive.
US 90 from Boutte to Westwego isn't too bad of a road. Flat and pretty straight. A few stop lights. At Westwego it picks up an additional lane each direction but the traffic is heavier too. There are also stop lights along the way. A couple of miles after entering Westwego the left lanes will go on an overhead roadway. If you go on that then you'll be out of the traffic lights. Exit 7 to your right goes to 23. One problem if traffic is heavy will be as soon as you get to the bottom of that exit ramp you'll want to cross 3 lanes so you can turn south on 23. It's only 1 block from the exit ramp to 23 South.
23 south is 4 lanes and traffic lights. Traffic doesn't move too bad tho.
When you get into Belle Chase there's a tunnel for southbound traffic.
