Your first post made it sound like this was a recent and ongoing 'problem'. Aren't there people who claim this 'washington only' policy has resulted in higher costs (to the state) and lower quality? There are legislators who are up in arms about the newest Port Townsend boats.
I think BC Ferries has more build location controversies. For example the Fast Cats, built in the late 1990s to foster local industries, and used for only a year or two.

Their latest large boats (4) were built in Germany.
For a short term fix WSDOT (and the feds) are looking for Bailey Bridge, which were developed by the British in WW2.
