Construction in downtown Columbus at the 70/71 split mostly effects West bound traffic. You could use I270 to bypass Cow Town, but there is also construction on the south leg between I70, over to US23. Going north on 270 is probably not a great idea most days because it's so long around that direction you wouldn't gain anything.
Try to avoid the rush hours (7-9AM and 4-6PM) if you can. If it's raining, the rush hours can get dragged out. East of Columbus to the WV line it was in fairly good condition with some light construction between about ST 310 and the Newark exits, but except at rush hours shouldn't be a problem.
