I live here in Atlanta. Traffic is much heavier than normal on I-75 and I-285 due to I-85 traffic being re-routed onto them. But on most days, it is moving, just slower than usual. Rush hour starts earlier in the morning and lasts til mid-morning, then starts again by 2 PM and goes til after dinnertime.
No real way around it, just try to plan for mid-day or night time travel through Atlanta.
BTW - I-75 north of Atlanta has had heavy construction for the last couple of years and that has had as much (if not more) effect on traffic as the I-85 problem.
