Sounds like you would be interested in the dry camping / boondocking offered by the Reef RV Park in Puerto Penasco, Sonora / Rocky Point. The doondocking area is just East of the Office on the beach. Last I heard it was $5/day. Rocky Point is just an hour South of the AZ border and is much easier to get to than any of the other locations.
