On edit: From personal experience, I live on a stream or small river that goes into a lake. My neighbors have docks with boats. They have built along the river's shore. In Mexico the law states that the first 70 meters or 1000 feet are federal property. They realize that at any moment the Mexican federal government could come along and take that away.
Now, would the government do that to help a private development? Sure they would, just like in any other country. Eminent domain is used as the excuse. If it means bringing revenue to the government and the rich land seeking owner, of course it will happen in any country on the globe.
