I don't know much about these laws - only what I hear and read. Years ago we were in Baja and saw beaches where RVers had constructed palapa like structures all around their RVs to the extent that they connected to the next RV / Palapa. This was done along the entire beach effectively restricting access to these beaches to anyone and everyone other than these RVers. We later heard the gov't came in with bulldozers and plowed one of these areas down. People abuse privileges at the expense of others. This is wrong. Chris referenced how this has been done in Malibu and that was not the only case we have read about there. Maybe not exactly the same thing as in Mexico. I don't know details. But we do understand that the beaches in both Mexico and California and many other areas belong to all the people and not to a privileged few. We also know that it can be illegal to use public property for private and personal profit. This was true when we lived in Puerto Rico where all beaches are also public property and people would try to start businesses and restrict access to others. Then the govt would close the entire beach to all. Just takes a few to ruin it for all. Good thing we are not beach lovers.
