This is also true for the states of WA and CA. Driving the Baja, when we come to a military checkpoint, we are sometimes asked for our registration - this allows us to drive a foreign plated vehicle legally (because we don't need a TIP here). We also keep a copy of our title in the vehicle, but not the original. We've never been asked for the title or copy of title - only the registration.
When checking the WA State DOT website, they do reissue titles when lost or stolen but not when a vehicle is reported stolen. This is probably to prevent the thief from obtaining the title.
I see that in Canada there is not a separate document for Certificate of Title and Registration. It seems the insurer covering a Canadian vehicle should know that you are required to carry these documents when they write your policy.
Do you have a Department of Insurance or equivalent where you can file a complaint? Let your insurer know you are going to start that process and often they change there tune. It has worked for me in the past.
I wish you much luck and am so sorry about this situation. Am interested in the progress you make and what you learn. Like BrianSue, I would never purchase coverage from this insurer.
