Yep, something isn't right here. Pls keep us updated. I would almost consider hiring a lawyer, one recommended by the embassy. I know the American consulate here in Monterrey has a legal department, maybe the Canadian consulate does and if they can't help you maybe they can recommend a lawyer. Just a suggestion. Qualitas has had issues in the past. As a Mexican insured, I wouldn't use them and I realize as a foreigner using an American company you don't always have a choice.
