MPIC ( Manitoba) will give you copies of your registration when you renew at no charge. They are not marked duplicate or copy. same as original. I am surprised that ICBC does not! Copies of anything can be certified in Mexico. I think you need a Notario. The Ministerio Publico needs to be told that he is a jerk and he MUST accept the copies. Too many sticks in the wheel!
