Get your transit permit in writing from ADUANA not from the ministerio publico. It will not be recognized. Any office of ADUANA can do this, you will need the theft report. They will give you 30 days to clear the border. Aduana can be reluctant, you have to get on their case and threaten to call Mexico City if you have to.
Ministerio Publico documents have little if any influence over federal officials outside the state the documents were created. If you have to go to the office of PGR (Federal Attorney) to get their butt moving.
