There are beggars and there are beggars. And the term beggar is not very nice.
Most people who outright ask for money on the street in any country are looked down upon because most people know they could do something to better their situation.
Here is an example of a Mexican who did just that. If there is a will, there is a way. His condition was improved with the help of a government organization which most here believe does nothing. In reality, there are many Mexican organizations both governmental and NGO that do good work.

Including a guy who carries a sign that says, "help me buy a pair of orthopedic shoes". He has one leg that is turned inward. He has been in the same spot for the last 20 years. I asked him three weeks ago when he was going to buy said shoes and he walked away mumbling something, probably CTM.
Lots of Mexican companies hire special needs people at all levels, including engineers, financiers, and tech people and that includes Ford, Cemex, and Gruma (Maseca) and also governmental departments at local, state and federal levels. Mexico City's airport is manned by 41 wheelchair bound employees who wheel their way through the airport directing foot traffic, providing information and assistance.
However, when one rvs, vacations or passes through Mexico they may only see one side of the story.
