I googled the headline and it seems this is old news that none of us saw. It was published in a bunch of Mexican papers so must have been from the wire service. Dated JUlY/18. Being as Pemex never started any of those refineries and AMLO does not want to import fuel the article is probably valid. Pemex is technically bankrupt. No contractors will undertake any refinery updates as they probably won't get paid. Stay tuned for further fiascos!!!
