A ten year permit is a 10 year permit, a TEMPORARY IMPORT permit will only be good for 180 days tied to the visa isued to the person temporarlly importing said vehicle.
A trailer will get a 10 year permit, the vehicle pulling it will get a 180 days temp permit, the trailer can stay in Mexico for 10 years from the entry date, the tow vehicle can not, the person that the trailer is registered in the visa can exit Mexico with out any problemas during the 10 years, if the trailer stays over the 10 years then the Government can impound it.
If you are going to leave the trailer in a park, make copies of the passport, visa and 10 year trailer permit of the person that brought the unit in and leave them with the park operator, that was the flap with the impounded vesels, the harbour master had no paperwork for them as is perscribed by the law in Mexico.
