There is no question that with an FMM you are not to leave the vehicle ion Mexico. However as stated I don't think there is much enforcement of this reg. Once you turn in your FMM at the airport and get a new one your TIP is not tied to that new permit. There is also a potential problem with getting your deposit back. Once they enacted all the new import and immigration polices everything has changed. I would expect that it will change radically very soon. Especially anything to do with FMM's. I was told by a senior official that very soon they will have booths where you can turn in your FMM when leaving Mexico. They will likely begin tracking these permits. Unfortunately not one of those newer regulations has made traveling to Mexico easier. Au contraire it is becoming much more difficult. Strange that we as tourists have a hard time and those from Central America just pay some guy a few pesos to canoe across a river and they are done! Maybe we need "Coyotes" at Nogales. I can see it all now. Mexicans shouting: "Senor, I will get you easy passage into Mexico for a mere 3000 pesos."
