Here's how we do it:
We get our vehicle permits on line. Love the "to the house" delivery!
Shortly before we head south for the winter, we make one last trip to San Diego to visit the Zoo, Safari Park, and all those great tourist attractions. When in San Diego we always spend part of a day in Tijuana. Park on the US side, walk across, have lunch, beer, buy tequila at Soriana, etc. Just as you walk across the border, you can get your tourist papers! Takes about 5 minutes for the two of us, and then we are covered for 180 days. Our permits have nothing to do with our vehicles.
We DON'T do this to get around legal issues, but because it's easy. When we cross the border at Lukeville/Sonoita, we don't want to stop at the facility at Caborca, or anywhere else, just make a nice run to San Carlos.
While in TJ, we also use an ATM at our favorite bank, they are all right there on the main drag, and stock up on a lot of pesos, so we don't have to think about that, either.
