Legalities regarding firearms for bear safety in wilderness?

I don't think a 'shotgun' will have much affect on a Grizzly, bear spray maybe?
I'd rather have a high caliber rifle than a shotgun in these situations. Another question to ask is are weapons allowed in national or state parks? And what are the laws and regulations when a weapon in your possession when passing through them?
