I'd rather have a high caliber rifle than a shotgun in these situations. Another question to ask is are weapons allowed in national or state parks? And what are the laws and regulations when a weapon in your possession when passing through them?
A 12 gauge shotgun loaded with slugs will be effective.... birdshot, not so much. :B
The purpose is to deter the bear if possible and if the bird load doesn't stop it from attacking, then kill it with the slugs.
