Ok here is the way We do it!
First We order the TIP on Line ..Use Internet Explorer or it will not work!
If You follow the correct procedures it will arrive at Your Door in 3 to4 Business Days. I ordered Mine on a Friday afternoon ..It arrived on Wednesday Morning! I live in a Rural area of Vancouver Island!
We obtain Our Visitor Permit at ANY of the Border crossings en route!
Los Algodones OR San Luis ....are both convenient to the Yuma Area so We usually do the deed there!
However if You are so inclined You may obtain Yours at Lukeville/Sonoyta . the Immigration Office is right at the Border on the right hand side of the road! There is NO Parking!
It is imho easiest to park at the Store or ?? Parking lot on the right side of the road BEFORE Entering Mexico. Walk along the Sidewalk through the Border,Immigration is the First building on the Right. You fill out the Form, go to the Banjercito next door or across the Road. ( They keep moving that)Pay Your Money, then return to the same Immigration office where the official will stamp Your Passport and Form .
Then Walk across the Street and re enter the USA on foot!
after that get in Your Rig and head down the road to Pitiquito and beyond!
If You would rather get The TIP at Pitiquito it is very easy to do so.
However DO NOT try to Enter the Normal (Car) Parking area with Your Rig!
You must park up on the right side of the Roadway ! If You Google Earth the site it will be obvious!
Personally I Do Not care to enter Mexico through Lukeville!
Nogales is far Easier and if You have Your Paperwork done ahead of time Quicker!
