The one thing they cannot do despite modern equipment and loads of material is dry out soggy road beds. So bypasses and detours may be inevitable. Would not be dangerous but hazardous to under-the-rig sensitive stuff.
There are areas in the USA near the border that do not have goose-stepping regulations but they are very rural. When I read of insane ordinances and straight-jacket grade home-owner's association rules and regulations, I shudder.
At Wal-Mart last week, I commented to a transito about the now-strict enforcement of disabled parking enforcement. His reply "They had better not park in a blue zone then jump out and run into the store". Love it.
