Since the gasolinaza, Mexico is importing 400% more USA -regular- diesel and USA regular diesel has about half the sulfur as so called Mexican regular diesel.
To clarify, sample diesel from the following states for obtaining guaranteed 100% refined in Mexico diesel. Michoacan, Guerrero, Oaxaca, Chiapas. This thing is changing monthly. The port where tanker delivery is least likely to take place is Salina Cruz, Oaxaca. I compared color of ULSD from samples taken in Lazaro Cardenas versus Tucson Arizona.
From your post I would have to believe all of D.F. and all of the state of Mexico has 100% ULSD. It is a federal and state mandate that DF was to switch 100% of the gasolineras (this means every last gasolinera) to ULSD FIRST, before anywhere else. Maybe NAVEGATOR, a resident of the capitol can comment about the appearance of brand new mass transit diesel busses. If there is a wealth of brand new equipment, then ULSD has indeed flooded the city. I rejoice.
A SURE WAY of determining if Salina Cruz is getting ULSD is to pass by a tank farm punta de distribuccion. If there is one single tank marked diesel, it isn't for ULSD. Tanks would be marked, UBA, DIESEL and DIESEL MARINA.
The EL SAUZAL tank farm in B.C. receives only shipments of No 6 fuel oil for the huge CFE generating plant, and DIESEL MARINA, for Ensenada. The tankers return partially loaded with Premium gasoline refined in the USA and sometimes USA refined regular gasoline.
As USA products influx the Mexican market the picture gets murkier. I wonder why AMLO, the highest running 2018 presidential candidate throws fits over "The utter lack of progress of refinery modernization". The MORENA party vows to "restore" capacidad de refinacion and end illegal pipeline taps.
If the rumors of fuel price increases on 1 November prove to be true, Mexico would have enough to purchase 100% of its fuel from abroad, or have money to rebuild refineries.
But enter the ugly picture of the Pemex worker's union. The government wants to starve the leadership out. They sell untaxed fuel on the open market and play a key role in pipeline thefts. If the price increase becomes reality, the public will have even more apathy toward pipeline protection.
I am hoping this all stabilizes and becomes history.
