In the U.S. and Canada, just like in Mexico, Mexicans and Mexican plated cars can go directly to the insurance company and not a broker.
Yes, I was not referring to insurance brokers here in the US for insurance ONLY regarding the obtaining of the temporary Mexican Auto insurance for the visitor and whether that insurance could be purchased directly from the "mother" company as opposed to thru a broker.
My Older Brother who was Vice President of New York Life Insurance and The Principal Group is usually the guy I go to when I want answers about any kind of dealings with insurance. He is going to ask a contact of his about this for me but it might take some time. As his little brother I have never been his highest priority... :)
