On the first point - a lot of Mexicans (majority?) don't carry auto or any other insurance. No money. Though, with 130 millions people there could be "millions" filing a claim every year. So far I've heard more good than bad stories about adjusters on this and Nomads forums.
On the second point - yes, most gringos in Mexico can't even conduct a simple conversation in Spanish, to my observations. Even those living there semi-permanently. And - from my and others experience - under stress you tend to forget that little vocabulary and grammar that you've managed to learn. Memory retention at the age of 50 and over is rather poor, takes lot of repetition to memorize and very easy to forget.
