We have an AT&T hotspot that we bought in the US at WalMart, I haven't tried it but the SIM is removeable. I haven't tried it but pulling the SIM and putting in a Canadian SIM would probably work, worst case is that you could go to one of those kiosks in malls where they unlock phones would get it unlocked.
I went with AT&T because it's GSM, same technology as used by the majors in Canada so it would be compatible if I wanted to use it in Canada.
I did check at Amazon.com and they won't ship unlocked hotspots to Canada, but one of their partners would ship one from Asia for you, probably easier to hop across the border. Amazon.ca has some though,
