What's the fastest route? 331 straight south to Santa Rosa or 231 to I10 W then south to Top Sail?

I always had good luck using 331 all the way to HWY 98. In the summer months Friday afternoon and Saturday can be pretty busy going south and Sunday was busy for north bound traffic.
I'm sure others who have traveled that way more recently will chime in.
