Mt rushmore, devils tower wy, needles hwy,....?

Planning our next trip, either fly out, or if.we have the rv drive out.. But I'm thinking that we can do mt rushmore, then get on the needles highway, see crazy horse, get back on the needles highway...

I am amazed at all there is to see and.do! I know that may is the rainiest month, and I dont think we want to go during peak tourist season either... So which would be better? Early june our early august?
