Let's just hope you're not hijacked - that usually doesn't end well for the victim. I'd almost rather they take my rig and leave me on the side of the road - alive. If the hijack isn't successful, they may take it out on you. Some terrible things going on down there.
That would be why there is a 3 minute delay: it is long enough for the hijacker to get far enough down the road that they can't walk back to exact revenge before he can be gone.
In the days before hijacking, when you just had to worry about folks hot wiring your ride, I had a bud who installed a hidden switch to turn on his electric fuel pump. If you hot wired the car, it'd start up and run for maybe a minute, before the carb ran out of fuel and left you stranded in the middle of the road. His theory was that at this point the thief had just made himself the object of lots of witnesses, and would simply run, and he'd get his car back fairly quickly.
The missus and I recently bought a new car that does not require the key to be taken from your pocket or purse. I thought about that as an anti-hijacking measure: they do the hijack, you get out and run, and with the key in your pocket, but now away from the car, would it keep running or would it shut down after a minute or two to allow you to get away? Hmmmmm. Haven't researched that, but I wonder . . . .
