The federal government does not require rabies vaccinations for cats, so when entering the US from a foreign country, it is not required. However, as you showed, some states require them. That does not affect the entry of a cat into the US without one because all US entry points are considered federal.
Our indoor boy, even though he travels with us, has never had a rabies shot, but he has never been outside in his 16 (so far) years.
Any pet that goes outdoors or is exposed to animals that do should be fully vaccinated. We LOVE our pets!
