Actually any time after 10 am through Roseville would get you all the way into Oakland with out any major hassles, it would put you at the 80-50 over the cause way before noon and probably get you into oakland before 2, all of which should be fairly clear.
By 10 the West bound morning commute should be clearing through 80-65 and like said earlier stay out of the local exit lane through 80 Sacramento past WINTERS Drive, might be a few choke points due to construction, then it should be a clear run thru Vacaville,FairField and into Oakland.
If you do wind up getting close to Roseville before 10 there is a Camping World in Rocklin you can park your RV for a bit,, a few nice breakfast places very close to there. Find a radio station that gives freeway reports and keep an ear out for conditions thru Sac.
But yeah, After 3 your pushing onto the heavy commute time.
