It is 414 through Mountain View and Burnt Fork to Manila, then 44 through the Flaming Gorge NRA. Then 191 down to Vernal. Is this route suitable to tow a 26' trailer down? It looks like it could be quite scenic.

It is a nice route. But, it depends on how comfortable you are with mountain driving. Lots of switchbacks and steep grades, especially on 191 from Flaming Gorge dam down towards Vernal.
You can avoid all the major cities between Ogden And Woodland Park by taking this route:
I84 from Ogden to I 80 at Echo UT.
I80 to highway 40 near Park City.
Highway 40 to highway 64 in Dinosaur CO.
Stay on 64 to highway 13 just before Meeker.
Stay on 13 to I70 in Rifle Co.
Take I70 E to the highway 24 exit just past Eagle Co.
Highway 24 takes you into Woodland Park.
The highway 40 route is how I used to go to Woodland Park before I started using the highway 6 route. You can stop at Dinosaur National monument on highway 40, they have nice campgrounds if you want to make it a 2 day leg.
The highway 6 route is longer but faster. Either route is going to take you over Tennessee pass on highway 24, but Tennessee pass is an easy route.
